Renowned media executive and forensic expert Dr. Umair Haroon has praised Deputy Inspector General of Police Dr. Maqsood Ahmed Memon, DIG Security & Emergency Services Division, for his significant contribution to reforming and modernising Pakistans law-enforcement training infrastructure.
The commendation follows the recent launch of Security Training Handbook (Volume-1), authored by DIG Dr. Maqsood Ahmed, at the Special Security Unit (SSU) Headquarters.
Dr. Umair Haroon described the handbook as a comprehensive operational guide for SSU personnel, providing practical knowledge and mission-critical skills needed for effective field performance across a wide range of security challenges.
The handbook comprises 20 carefully structured chapters covering key areas of modern security operations. These include the foundations of the SSU, professional security skills, operational duties, occupational health and safety, incident and evidence management, weapons handlingincluding shoulder and non-lethal weaponstactical radio communication, tactical motor driving and Improvised Explosive Devices (IEDs).
It also addresses rings of security, protection of vital infrastructure, emergency-services response, natural-disaster preparedness, Protective Security Details (PSD), motorcade operations, VVIP bodyguarding, anti-terrorist operations, modern trends in terrorism and cybersecurity.
By combining international best practices with local operational realities, the handbook seeks to equip security personnel with the knowledge and skills required to operate effectively in both physical and digital security environments. Beyond being a training manual, it also represents a tribute to the courage, discipline and professionalism of SSU officers.
The professional association between Dr. Umair Haroon and DIG Dr. Maqsood Ahmed dates back to an important period of police reform, when Dr. Maqsood headed the Forensic Division of the Sindh Police. During that period, Dr. Umair Haroon worked closely with him as a specialised forensic consultant from the UK Department for International Development (DFID).
Their collaborative efforts focused on institutionalising scientific evidence collection, improving investigative standards and addressing operational gaps within the police force.
DIG Dr. Maqsood Ahmed is a Tamgha-e-Imtiaz recipient and holds a PhD in Terrorism Financing from the University of Northumbria, UK. He is also credited with establishing Pakistans first ISO-certified police organisation, the Special Security Unit (SSU).
Dr. Umair Haroon, a medical professional and Fellow in Forensic Medicine, is the first Pakistani diplomate of the American Board of Medicolegal Death Investigators.
